Add water only if required to achieve a batter like consistency. Grind the soaked Moong dal (if you are using soaked dal) to make a thick batter. If not, you can take dry moong dal flour and add water to make the batter. Add salt, red chilli powder, garam masala, cumin and carom seeds to it.
